If airport express is on and my safari browser is closed say i working on image editing, is data still being used on my ISP or is this only when the browser is open and actively using the net.

There are many apps that can use your internet connection besides your browser. Skype, instant messaging, remote desktop solutions, widgets, software updates, software that pulls content from sites, iTunes, etc. The list is extensive.
