can I daisy chain USD external drives to the airport extreme? say have the usb go to a hub, then 3 USB enclosures, 2 which are network storage for whatever and have 1 designated as a time capsule backup drive?

What you plan on doing will work, although for clarity's sake it is not called daisy chaining. Daisy chaining is the process of connecting the first hard drive to the computer/router, then connecting a second hard drive to the first, then a third to the second, etc., effectively creating a chain of devices without requiring a hub. Daisy chaining is not possible with USB however, so your method is the proper one.
