Airport Extreme Help

Hi. I have two airport extreme 5th generation setup in my home. one on my third floor that is connected to my modem and then one in my basement.

I had the one that was hooked up in my basement connected to my Hue lighting system but wanted to move the Airport Extreme out of a storage area that was downstairs so I unplugged it an moved it.

Upon hooking it back up I only get a blinking amber light and this message in Airport Utility (see attached pictures)

Any help is greatly appreciated.

Attached are a couple more pictures.

It looks like after I have setup the Airport it still shows it in the Other Wifi Device that is available.

and then in the other picture it says it's going to extend my other Airport and not my network name. is this normal?

I feel like everything was working before I moved it

I suggest to do a factory reset on the downstairs AE.
