I have an Airport Extreme router and I am curious to see if it is possible to set it up as below:

I would like to disable YouTube watching over wireless, but leave it available to all wired connections.

Is this even possible?

(And to further complicate things, would it be possible to allow it wirelessly to only one specific device?)

No. The AirPort essentially view Ethernet and wireless devices as the same. Only thing that is specific to each device is Timed Access Control rules and port forwarding.

Not possible with Apples routers.

It isn't possible on most if not all consumer routers. Some small business grade routers have it, but I personally have only seen it on pro wireless systems like Ruckus, UniFi, Cisco, etc.
