AirPort IP Problems Self-Assigning IP

I have seen many articles and threads on the Wireless assigning an IP 164.X however I have tried all the suggested fixes but none of them seems to work. I even went out and bought a CNET W907 Extreme Distance Wireless Card and it does the exact same thing. Does anyone have a fix or has Apple published a fix, driver update etc?
