Is it possible for an airport base station to degrade in singnal strength over time? Or maybe be effected by the weather? I've noticed that certain parts or my house get a weak signal or no signal at all now when i remember getting a signal before.

It should not degrade over time. Over space yes.
It may be degrading because someone started using some device that is causing problems. Motors in appliances, 2.4Ghz cordless phones. I guess even solar sunspot activity should in theory effect the signal.
 
This is a known problem with the base stations... in order to fix it, you have to wrap a sheet of aluminum foil around your head, squawk like a chicken, and chant "EVE-STAY OBS-JAY IS-AY OOD-GAY!", facing the sun, as loud as you can, 10 times. :) You also have to post pictures of yourself doing this on Macrumors, otherwise the problem will reappear within one week.
