Is there a way to block s specific website or server from anyone logged into my WiFi network through my time capsule?

For example, if I want to block my kids from using Spotify when logged into my WiFi network, is it possible?

Not within the TC. You could try to setup OpenDNS by using OpenDNS DNS servers in place of you ISP’s assigned DNS servers and place the dynamic updated client on a machine that they don’t access or use.
