My question is:
I have an airport- but due to construction in the place where I recently moved to...there is no internet. However, I want to connect my Hp printer which is designed for wireless printing but needs to be connect to airport, and I want to plug in one of my hard drives to the airport to use wirelessly.
I don't know how to reconfigure my airport without internet. Is it possible?
 
You don't have to reconfigure anything. Your wireless network will work just fine, even if there is no internet connection present.

I believe you set it up as you usually would. The wireless router just won't have access to the internet. Your network will still be working fine.
