I'm wondering if I attach an AirTag to my keys and sync it with my iPhone or iPad, may it also be synced to another iPhone or even an iPad with a different phone number or owner at the same time?

Maybe with family sharing I’m guessing?

There are lots of ways to control permissions, maybe this will open up in the near future
 
as of now, I don't think there is. Airtags are synced to your Apple ID. Only way, I think, is to pair them using a shared Apple ID.

And, additionally, it uses the main iCloud account on the device. So if you share one Apple ID for the App Store, but use separate IDs as the main iCloud accounts on your devices, it won't work. You both need to use the same main Apple ID for the device.
 
I hope Apple can add the share feature with software update soon.... Massively disappointed and having big buyer's remorse for now....
