I don't recall having problem changing the alert sound effect a couple of days ago. I am having trouble now.

1) After I changed the alert sound effect, it wasn't changed until I log off and log in again.

2) I also changed the volume but the volume level remains the same.

Any idea? Is it possible to edit some files directly? Thanks.

Did you change the volume at the same time? Once again, it doesn't take effect until you log back in. Also, you realise that there're two different volumes, right? One for alerts and one for the rest of the system. The system volume doesn't affect the alert volume.
 
I realized that there are two types of volume and I did change the correct one.
However, the volume stays the same even if I log out and log back in. I tried rebooting as well.

As for one needs to log out first to have it take effect, I don't think this is normal. It wasn't like this a week ago. I also went to the store and try it. The changes took place right away. I really haven't installed too many programs so I don't know what went wrong.
