I have to add annotations to JPG images like the attached. I have been doing this over ten years and I never have to add anything but arrows and text. That is it. I get a jpeg created by someone else, I add arrows and text labels, and send it on. I never have to add or edit anything else.

The arrows should alway be perfectly vertical and should all be the same length. They are also always aligned in a perfect row (same height) Often times on one jpeg I might have 20 arrows. I have been doing all of this in preview and it works. Preview snaps the arrows to a grid as well as the text so they are are all aligned. This helps a ton.

My problem is when I create a new arrow in preview they always start out horizontal. I have to manually rotate them to be vertical and I also have to manually adjust the length. I do both of these using a mouse. When I zoom in on the final product with 20 arrows close to each other it is easy to tell they are not all exactly the same length and not all perfectly vertical.

Is there a way in preview to orient these arrows perfectly vertically and specify their length so they are all exactly same? Basically I want 20 identical vertical arrows.

If preview can not do this is there another application that can? I don't want to get some full blown complicated publishing software literally all I ever do is add arrows and text.
