All apps and ringtones are deleted

Hello. It happened few times before, when I try to open iTunes it says "the file itunes library.itl does not appear to be a valid itunes library file"

after that all apps and ringtones in iTunes are deleted.

I tried to reinstall but still the same

Try to restore your device and/or reinstall iTunes.

like I said I reinstalled it but the same problem. It is not about iPhone, cause I try to open iTunes without plugging in an iphone and the problem is still there
