All Day Appointments keep showing up as notifications even after I 'dismiss' them

For some reason appointments (or birthdays) that are in my apple calendar keep showing up over and over again...even after I dismiss them or try to 'snooze' them until later times...is there a fix for this? it seems like Apple abandoned Mojave when they came out with Catalina.
 
it seems that it only does this for birthdays and no one other appointments
