All Files on Desktop Not showing on mobile devices.

18 Pages Files in File Folder on my wife's Desktop...but only 6 showing in Files Desktop Folder on my wife's iPhone XR?

I logged on to her iCloud and the files have been uploaded.
Interestingly the files show on her iPad but not downloadable.

Is there a setting somewhere I'm missing?

any help would be appreciated.
