All my settings gone, have no idea what's going on.

Hey guys, all my settings for my OS and stuff are ALL gone my background is gone its like its back to default OS X settings, but my files and stuff are still here. What's going on? Can you help me. This is after i shut down normally yesterday and restarted today

k so im 99% sure i didnt change that name and i check my permissions and stuff it says you can red and write
so i we t into details
and group and others were read
while owner was read and write
so i changed group access and others to read and write

yesterday
my computer was acting up
and like
the menu bar
was offscreen
and it was acting REALLY WEIRD
so i restarting
and this **** happens
and now i have no idea whats going on
and no way in hell im redoin my settin

any ideas?

so ive made sure that the home directory thing wasnt it, and it wasnt, i have no idea whats going on, anyone here have any suggestions>
