All of my voice messages on watch are sent as Text w/o a Voice Option

i hope it's just a feature Apple turned off that I can turn on but when replying to a text message that pops on the watch; after speaking my voice message into the watch, it is always immediately sent as text. In OS2 I would always be given the option to send it either as voice or text.

How can I locate and turn this back on?

On the watch app on the phone, go to messages, then dictated messages, then select "audio" or "transcript or audio"
