I have Phots beta enabled on my iPhone and iPad and the All Photos library on both devices is identical (1,400 images). I can open photos and iOS will download these from the cloud (the download indicator appears at the bottom right).

I've setup Photos.app on 10.10.3 from scratch (not using previous iPhoto library) and I can only see 300 odd images in the All Photos library! Why isn't this album identical to what I see on my iOS devices?
 
OK, removing the Photos album and starting from scratch has fixed things up!

Now, what's the difference between the Photos view and the All Photos Album?

Photos view is organised and split into Years/Collections/Moments. All photos is just an album of every photo in the library and would also include any hidden photos which don't appear in the other view.
