I understand that Camera Roll is back only if you do not use iCloud Photo Library. I use iCloud Photo Library and have an "All Photos" album which is exactly like Camera Roll. So what is the difference? Is it just that Camera Roll only shows photos from the device itself while All Photos shows photos from all devices?

That seems like the case. All photos would imply that you could see all photos in the library, no matter what device they were taken on.

Camera Roll would be that device only since it would not be linked to the cloud.

Also, photo stream folder only shows when you have that feature on. Obvious but might as well have it said.

How can I delete a photo from just my iPad and not my phone...i believe it will delete from all devices..I have iCloud photo library enabled.

It will delete from all devices if you delete from one. If its a photo you just dont want to see you have the option to hide it. The other option would be to copy it, email it full size or whatever to another location and then delete from all devices.

Last option would be not using photo library.

That's really unfortunate. Sometimes my nephews use my iPad, and I don't want them going through all my photos. Using photo stream and camera roll in iOS 7 let me delete the photo from photo stream but still would stay in my phone's camera roll. They should give the option.
