Problem: PCIe SSD is still expensive, SATA HDD pretty much should be out of any Mac in 2020 & SATA SSD is relatively cheap by comparison.

Solution: Update Fusion Drive (PCIe SSD + SATA HDD) to an all SSD Fusion Drive (PCIe SSD + SATA SSD) for 2020.

128GB or 256GB PCIe SSD (~2.8GB/s write and ~2.5GB/s read) for system, app and frequently accessed data then 1-8TB SATA SSD (~500MB/s write/read) would be for less frequently accessed data.
 
Why do you want to create as Fusion? Just use as big as you can afford internal SSD for (as you say) system, apps and frequently accessed data and then the external for other data.

No benefit in using Fusion.

I don't know what Mac you have, but an external SATA SSD creates just too many opportunities for a Fusion to be corrupted.
