Please tell me there is a toggle to turn this really, really irritating popup off. I’ve had to action this popup about 10 times in the last minute alone.

You can’t. Sounds like the calculator app is being nosey and wants to see what’s in your clipboard. Or are you actually copying and pasting from Safari?
 
Happens when you copy from some apps to others. Can’t work out from what to what but it’s really annoying because it asks the same thing over and over and over.

I think it’s going to ask with every app you try to paste in for the first time, then never again (in that app).

As annoying as it is, it makes sense to me, because there are some apps I don’t want to give access to my clipboard—like TikTok. The request is a reminder that you’re giving an app read privileges for a minor convenience.

There isn’t one but there should be a toggle to at least make this a passive notification rather than an active dialog box

I tried this and didn't get the pop up either. I don't disagree with you though. There's this article that is similar, but I can't reproduce that one either.

I do however get the prompt sometimes when opening Snapchat and not initiating a paste command. Snapchat is attempting to do it in the background without me knowing. It seems like that's how it should be...if you initiate the paste command, don't show the prompt. If the app is doing it without your consent, then show the prompt.

I'm using iPhone 13 and iOS 16.0. I haven't found any settings that would cause me to not get the prompt in Mail or Messages. (I don't think there is one.) I wonder why some of are seeing different behaviors... I'm thinking it could be a bug that only presents itself to certain users.
 
Attached is a video of the stock phone photo album pasting to the stock mail app.

 
I tried copying from Messages to Safari and whenever I change what I have copied it asks again. If I paste the same thing twice it doesn't ask again. Mind you this is on the 16.1 beta.
 
With the pasting of photographs in the video above it needs to be a different photo each time. If you paste the same item multiple times you are only asked once.

What iOS version are you on? I think this has been adjusted. I have just updated to 16.0.1. I don't usually use the stock mail app but I did try to reproduce this per your scenarios, with different thumbnails and it actually never asked me permission to paste at all. It didn't ask in the Spark app either. Also tried with text and it didn't ask.
 
iOS 16.01. Have 2 devices in the household all they both do the same thing.

Assume you mean 16.0.1? And no Beta profiles are installed, correct? That's so strange. And you've done a power cycle? This might require a chat with the Apple folks since we haven't been able to recreate this.

If you are on a Beta version, you might want to send this info via Feedback
 
iOS 16.0.1. Never used a Beta.

I’m sitting with 2 identical iPhone 14 Pro Max and they both do exactly the same thing.
 
Also not seeing this on my 13 or XS, both on 16.0. I don’t recall seeing anyone complain about this during the prior betas either. It’s not clear what devices/versions the authors were using in the linked articles, but based on the comments there and this thread, it seems that the common denominator is either iPhone 14/14 Pro and/or iOS 16.0.1/16.1. (16.0.1 is only available for the 14/14 Pro and not the older phones.)

My XS is a spare device. I guess I could install the 16.1 beta to see if the issue starts to present itself if anyone is curious.
 
I’m seeing this happen very often, including when pasting links into text messages. Absolutely ridiculous and idiotic choice by Apple to have this appear this often, with no way to disable it.
