can apple see photos and videos from my iPad or iPhone if I have allowed them access to my diagnostic and usage data?
 
I have no idea, I would think no though. However that was turned off with most stuff in that area.
 
Nope. Then again Apple can see whatever it wants on your device despite all the privacy things they claim.

For the love of god do NOT send diagnostics data, once that option is turned on Apple is granted permission to download your phone contents to archive forever and remotely activate your camera to livestream to a special website Apple charges customers for real time "voyeurism".
