I have Airport Extreme and set it up so that my husband can access it using his HP computer. However, it seems that a friend to whom I gave the password can only access it when my computer is open and I am on the internet. Why would this be?

Also - when opening the Airport Admin Utility I got an error message saying that I needed to go to Apple Support to find a newer version of the Admin Utility - which I could not seem to find. Would this have anything to do with the above problem?

Have you tried using software update? It might already be waiting to download the airport utility.
 
It sounds like you have your COMPUTER set to share ITS wireless, instead of your friend just getting a dynamic IP address from the wireless router directly. Turn off your wireless sharing on your Mac and make sure your friend has the password for the wireless network ONLY.
