I search a similar function like Face Blurring from YouTube.

What is Face Blurring?

Face Blurring is a feature that allows you to obscure the identities of individuals within videos you’ve uploaded. When you apply Face Blurring within Video Enhancements, you will see a preview of what your video will look like with faces blurred. When you click ‘save as’ a new copy of your video will be created in which the detected faces are permanently blurred. You will have the choice to delete the original video at this time. If you do not choose to delete the original file immediately, you may do so at a later time in Video Manager. While our face blurring feature is not perfect, it is a first step in the effort to allow you to protect your identity and the identities of others. Please make sure you are satisfied with the facial blurring before making the video public.

can't afford Premiere Pro or similar priced pro applications :(
 
With some time and patience, Final Cut Express can do that. I'm not going to fool you -- it's not an easy, automatic process.

Since YouTube has this capability, why not upload your video to YouTube, have them blur the faces, then re-download your video? Yeah, the video quality might suffer, but it's free and fast, right?
 
Like Aarond12 said, FCE4 can do what you need. How long is the segment that needs blurring ? I had to keyframe blur a video that was nearly 4 minutes long. The edit time with FCE4 was like eight/nine hours. But, that time does factor in me learning as I went and that my computer at the time was slow as molasses.

I don't like cloud solutions (prefer software on my box) and don't want to publish all my movies :(
