Hi,

I use some of the built-in functions in the keyboard like F3 for expose and F11/12 for volume. The rest I don't, and would prefer them to behave like normal function keys in programs. Is that possible to configure without having to press the "fn" key?
 
You can check the box that lets the F keys behave normally, essentially inverting the fn key command for them, that's in System Preferences>Keyboard and Mouse under the Keyboard tab.

I don't think you can set them individually though, such as pressing F4 opens Dashboard but pressing just F11 takes you to desktop instead of changing the volume.

Might be wrong...
 
You can remap Exposé keys under  -> System Preferences -> Keyboard -> Keyboard Shortcuts. Volume controls you'd have to map using Quicksilver or some such.
