When I have my regular watch face on and the display is dimmed, the watch face is updated automatically as described in the keynote. However, when I’m doing a workout, instead of showing the “dimmed version” of the workout screen it just shows the digital time overlaying what’s underneath. Same happens if I get a notification. Is this normal?

The Apple Workout app stays on for me during a workout. Drops the hundredths timer but updates the seconds.

Are you using a third party app for your workout? That'll get blurred with a time overlay. Same occurs for various other Apple apps like Timer, Maps, iMessage, etc. Presumably this will change in the future, but maybe not until WatchOS7.

It is normal. When you rotate your wrist as you are looking at the watch face, the workout screen will appear. I like this because always on display shows consistently the digital time as a regular digital watch behaves.

Just gotta say, my experience is different. Puzzling that you're seeing the app blurred.

Workout app displays 100% of the time for me. I've done OutdoorRun, OutdoorCycle, IndoorCycle, and Paddling.

Here's a quick sample from an indoor walk as a demo.
