Always Windows defualt at Startup

I have several dual boot iMacs in a classroom. Most we have default into MacOS. A couple we want to have boot into Windows by default at startup.

We set the default startup to Windows, but eventually something happens to revert it to MacOS.

Is the startup selection a setting that is stored in a preference file? or is this a stored in hardware?

We use Radmind to manage the MacOS, so I'm speculating that it is overwriting the preference selection we make.
