Now that the Mini is out, I'm trying to downgrade my iPad 3 (32GB, LTE) since I rarely use it

I get offers, this was the latest...

Excellent Condition iPad 2 16GB Wi-Fi.

I ask for $200 Cash but got a response back with $120. I thought about it and gave in with a $150 but never heard from trader again.

Am I asking for too much?

I got $450 for my ipad 3 - 32 GB wifi only after the mini and the 4 were announced. If you want to get the mini, why would you want to trade for another product? I'm not trying to be critical, just trying to help you get closer to your goal. By the way, I got the $450 for it off of craigslist.

I wouldn't put or take anything less than $450-500 for your unit if it is in good / mint condition. Just keep waiting and renew it. Someone will bite, especially as Christmas is approaching. Worse comes to worse, you could always try gazelle and resell it to them! For LTE in flawless shape you could get $340-375 from there, depending on the LTE model and if it is flawless shape!

I don't think you're asking too much. Amazon trade in would give me $110 for my 32 gb wifi iPad 1 so I think you should easily get $150 to $200 for your 2. What are they going for in your area? I'll just give my 1 away rather than trade it in.
