Am I calibrating battery correctly? Drain then plug charger in but it turns phone on

Shouldn't it drain dead then charge while dead? When I place the charger in, my phone turns back on and charges. Is this okay?
 
Can I use it while it gets to 100%? Or is it best to just leave it alone until 100%
