Am I clumsy or is this a drag and drop bug?

This annoys the hell out of me: I want to drag a file to a subfolder, say "notes", inside the Documents folder. I drag to the Documents folder, wait for it to spring open, then drag to the notes subfolder and wait for it to spring open, but the file lands not in the notes folder but in the documents folder. I then have to drag the file again to its intended home, the notes subfolder. Am I doing something wrong, or is this a known Tiger bug?
