On my Samsung TV, Amazon Enables filmmaker mode (if available) by default and there does not seem to be a way to disable this even if you turn it off in the TV settings. It’s horrible! If I go to Apple TV and use the Amazon app, the same movie isn’t shown in Filmmaker mode, great. So this brings up a question? If all things being equal will the quality of a movie video be the same or better using the TV Amazon app or the Apple TV amazon app?

it will be equivalent or better on the Apple TV app. Amazon is more incentivized to keep that app updated, and the Apple TV has better hardware to work with than your TV.
