I think the 15% is for some things like Video Streaming Apps or subscriptions. Not really clear on exactly what it covers. But not everything.

Only for subscriptions, not for individual items (like buying or renting a single movie). There are also some more conditions:

- Non-video subscriptions are 30% for the first year, and 15% after that
- Video subscriptions apparently can be 15% right from the start as long as they support the new TV app (according to this Bloomberg report). I also suspect that Apple gave sweetheart deals to some providers like HBO, but of course nobody will publicly confirm this.

The 15/30% cut or physical/digital distinction is irrelevant. An iOS app that streams prime video and takes no money already exists for iOS. It should be ported to tvOS, period.
