An "anglicised" iPhone?

I hope someone can enlighten me as how to achieve a UK "anglicised" iPhone as per this eBay listing

Is there a specific setting to achieve correct phone number display, correct UK number contact display etc.

I was planning to purchase an unlocked iPhone from the US however didn't want brackets where the USA STD code would normally be

just wait 22days and get one for around 150quid less and unlock that?

I think 1.1.1 has some settings, if not, it's all the mods you can do after jailbreaking it...
