An Annoyance in 10.9 (or earlier)

I'm using 10.9 and haven't noticed if this effects pre 10.9 software too. Basically, when you open an app, say the MAS and Chrome. You go full screen with Chrome, but not with the MAS.. Quit the MAS and notice that you'll go to Chrome.

Is there anyway to stop this?

Chrome doesn't go full screen for me when I open it, or have other apps open, in fact I don't know of a combination that I was able to achieve this.
