Siri can't mess with system settings, and that's a good thing...accidental or mis-pronounced words could lead to issues.
I disagree. Siri should be able to toggle settings and launch apps. This is not "dangerous" by any means.

Heh, they just don't want Siri doing that. They're not ok with changing brightness (that's why there is an auto brightness setting...), but they're ok with you setting DND for every night. And the volume has hardware volume buttons.
 
A good assistant would know where I am and what resources I have at my disposal. So I don't worry about trivialities.
 
come one by now you should know Apple gives us updates piece meal.... It will be a new groundbreaking siri feature in iOS 7
