An Update to the Carrier Setting?

I just plugged in my phone and got a message from iTunes saying:

"An update to the carrier settings for your iPhone is available. Would you like to download it now?"

Everything seems the same so far.
Baseband version is 02.30.03 on 2.2.1

i dont get it either. is this a good or bad thing? will this cost us money?

maybe it's just me.....but after updating, service here is completely nonexistant. went from 4-5 bars last week to none-1 now
