Issue: Anchored Icon Folder cannot be moved around the desktop.

I created a transparent clock face using PS. The image was saved as png into a PS folder. I created a new folder on the desktop. Next, moved the saved image from the PS folder into the new folder. Within the new folder I moved the image on top of the folder icon image found in the upper left hand corner as seen below. With this final step the new folder becomes a transparent clock icon on the desktop.

Problem & Solution: The clock face icon folder is anchored and cannot be moved around the desktop. Now do I un-anchore this folder?

You can right-click on the desktop and set “Sort By” to “None” or “Snap to Grid" and uncheck “Use Stacks”.
