how come only standard folder icons animate when you drag things over them in the dock and not all folders?

it would take a lot of extra icons to ensure that every system icon had an "open" variety. even then, all of your custom icons would stay the same. only the standard folder has an "open" icon, as this is the only one for which it is practical.
it just looks strange when I drag stuff over normal folders and they animate, and then i drag it over my docs folder and it doesnt 🙁
