I thought iOS7 was going to give us animated wallpapper. Did I misunderstand something I read? Or is it just not here yet?

It's in there. When you go to the wallpaper option in the settings, you see a new section for dynamic wallpapers. There aren't a lot right now, so I'm hoping they open it up to developers to make some.
