Annotating PDFs

1. Do you still find a need for annotation apps with the new features in ios11?
2. I have Files open in the right side of the screen as I’m typing this on the left and since the screen is smaller for an open pdf I only seem to see the button to turn on annotations, though I do not see any options for picking the different annotation tools?
3. What is the tool that looks like it makes selections within the annotation tool options used for?
