Annotating within Notes

I imported a photo into Notes and can not annotate on it

I scanned a document and was unable to annotate on it

Is there a way to annotate on either? I tried with my finger because I did not have a Pencil

Tapping on the image within the note will open it fullscreen, and you can then annotate it.
