Annoying Black Bars attached to a Widescreen Video

I've got a Quicktime mpeg file from somebody that is a fullscreen file of a widescreen video - the black bars at the top are already there. The trouble with this is my widescreen thinks it's a fullscreen video (well, it is I guess) and plays it with bars on the side as well. Is there any easy way (I have iMovie, FCE2 and Quicktime Pro) to sort of crop out the black bars?

In final cut pro you can stretch it out...not sure about express though.
