iPhone XR Annoying issue: how to get public wifi splash screen to come up?

So I’ve noticed often when I’ve logged into a public WiFi network, say on the train, and I’ve ticked the “after terms and conditions” button, then the next time I’m in range of the network the phone will connect to the WiFi but without internet connection, but with no obvious way to bring up the splash screen to allow to sign in again.

Workaround is to select “forget this network” and reconnect which then brings up the splash screen.

Any way around this?

Thanks I’ll try that - what is that page for exactly? Is that it’s actual purpose?
