So I am getting more and more frustrated with Safari all the time. I love the Password integration and handoff type features, however working in IT I find more and more websites (like old firewalls, switched etc) I need to get into that just don't render correctly on Safari or are straight-up missing buttons/settings, etc and they work fine in Chrome/Edge. So that is one reason, however, the main reason I'm making this post, in particular, is its behavior with dragging Tabs to create new Safari Windows.

On any other modern browser say I have 6 tabs open. If I drag a nonactive tab out of the current window it opens it up in a new Window with that dragged tab and the orginal browser window stays on whatever tab I am currently in. Makes Sense.

In Safari say I drag an unactive tab to put it in a new window, it drags just fine and opens that tab in a new window, but then my original window changes the tab I'm on to the one immediately to the right of the tab I just dragged. It's incredibly annoying. Does anyone have a fix?

If I wasn't so sucked into the Apple eco-system with my passwords I'd probably have switched to Edge by now.

This seems to be a bug with the Separate tab layout. I use the Compact tab layout and never encountered this issue, but was able to reproduce it if I switched to the Separate tab layout. Best bet is probably to report the bug to Apple and/or switch to the Compact layout. I know that layout isn't for everyone though. (I'm using Monterey 12.2.1 and Safari 15.3.)

Not exactly a solution...but if you are using Monterey, you can export your passwords to a CSV file and import them into Edge (or vice versa). On iOS/iPadOS, you can also go into Settings->Passwords->AutoFill Passwords and allow auto fill from Edge. This allows passwords saved in Edge to be usable in Safari and other apps.
