I went to use my old Mac Mini to get a file for the rebuild of my Windows PC (needed an older LAN driver to get it even on the network). I changed Safari to ask where to save files (because by default it downloaded the ZIP and then extracted it, which made for a ton of small files which were slow to copy to the USB thumb drive). So I aborted that and instead downloaded the ZIP directly to the thumb drive, which took quite a while (7 minutes). Just as it's finishing, MacOS doesn't leave the ZIP file alone and now starts unzipping it, having to rewrite all of the ZIP content at the same slow speed as the download was - why??

Safari > Settings > General > Open “Safe” files after downloading

Turn that option off to solve your issue.
