I have the exact same problem updated to ios 5 last night and i can get the notification window to come down but is blank so can not select weather to get around activation and am now stuck.

Edit well i gave up trying to get ios 5 working with out registering but no success so i just reverted back to 4.3.3

yeah... same for me... i went back to 4.3.3 instead :(
btw you also have the stupid voiceover saying "empty list" right?

Notification centre is empty in iPad until you will get a notification. iPad does not have weather/stocks apps, so it does not have the notification center widgets either.

Yup exactly what i get, it makes sense that it does not have the widget but how did other people with original ipad get around it? lots of people have posted success on ipad 1
