Simply put: Yes.

Is it safe to open any application that you download? Probably, but not 100% guaranteed.

Is it safe to download pirated apps/music/vids? Maybe.

Is it safe to have the additional bandwidth usage that two-way peer-to-peer sharing consumes? Depends on your ISP agreement.
