Another Trash Issue 10.6.4

So as the title states, I am having an issue with the trash on my Mac. Basically when I drag items to the trash, items seem to go in but do not see the contextual menu for Empty Trash. Also the trash full graphic does not appear. If I want to go an empty it I have to basically open the trash in finder and then empty from the apple menu. what gives? How do I fix. I have tried using Terminal, based on other search topics.
