iPod touch Another Wifi Story

I know EVERYONE has this problem...but when i go to use Wifi in certain locations i get :

IP 169.254.xxx.x
Subnet 255.255.0.0
Router
DNS

I have no access to these routers..Ive tried restoring, and Ive tried resetting network...is there anything else i can try??

I have found that thet means that the router has a firewall / is not connected to the internet.

the wifi icon shows up..i just get an error message
