I have two HomePods and an Apple TV. It's summer, so I use this setup to listen to wireless music in the backyard and, occasionally, listen to the same music inside the house using the ATV which is connected to my primary audio system. If there is a baseball game on, I won't use the ATV to play the same music indoors, I'll just play it on the HomePods in the backyard. The rest of the time I'm playing it on all three.

I've set up 2 simple Shortcuts that allow me to either a) start just the HomePods in the backyard and play an Apple Music station or b) start the HomePods and the Apple TV together and play an Apple Music station. Very simple.

So here's the problem: Since the latest Apple update, every time I try to just launch the Shortcut to play Apple Music on just the two HomePods, the Apple TV also comes on. Additionally, every time I'm outside and change an Apple Music station or playlist, boom, the Apple TV also comes on. This makes my son who's trying to watch a ballgame on TV angry.

Is there a setting somewhere in Apple TV that says "any time any AirPlay device is triggered add this Apple TV to the group" or something like that? For the last two years, I could use this Shortcut to start just the two HomePods and the ATV sat their powered off. Now every time I try to listen to just the two HomePods, the ATV lights up even though I don't want it to.

Any help appreciated.
 
Maybe a dumb question but are your HomePods connected as default audio output for your Apple TV?

No. The default for the Apple TV is a soundbar based home theater system connected via HDMI.
