Any App better than OneNote for PC-iPad note taking?

looking for an App that has a windows PC application where I can use for note taking and have it sync the notes between iPad and PC.

I currently use OneNote, but I am wondering if there is anything better.
I tried Evernote, but it's PC program does not have great tablet features. I need to be able to use my Tablet PC's stylus to annotate PDFs, images, etc which Evernote does not support. You cannot insert files into 'ink' notes

So my requirements are:
1. Have iPad app and PC program that support syncing
2. PC Program have to support stylus/ink that can draw/annotate onto PDFs
